POPCORN CUPCAKES! Easy how to tutorial by Charli’s crafty kitchen
You will need:

Cocoa powder (1/2 – 1 teaspoon)
Water (2 table spoons)
Mini marshmallows (white only)
Cupcake
Vanilla Icing/frosting
Yellow sanding sugar or yellow sprinkles
Toothpick
Scissors
Plastic knife
Glue stick or double sided tape
Red/white striped patty pans (you could also use red/white striped paper wrapped around patty pan)
